วันจันทร์ที่ 4 สิงหาคม 2568 เวลา 10.30 – 11.30 น. กระทรวงการต่างประเทศ จัดการบรรยายสรุปแก่คณะทูตและองค์การระหว่างประเทศเกี่ยวกับสถานการณ์ชายแดนไทย-กัมพูชา ณ ห้องนราธิป กระทรวงการต่างประรเทศ มีผู้เข้าร่วมประชุมจำนวนทั้งหมด 121 คน 74ประเทศ ได้แก่ 

.

– เอกอัครราชทูต (28 คน 27 ประเทศ 1 องค์กร)

– อุปทูตรักษาการชั่วคราว (18 คน 18 ประเทศ)

– ผู้แทนจากสถานเอกอัคคราชทูต (53 คน 49 ประเทศ 1 องค์กร)

– ผู้แทนจากสถานกงสุลใหญ่อาชีพ (1 คน 1 ประเทศ) 

– องค์การระหว่างประเทศ (21 คน 16 องค์การ)

โดยมี นายมาริษ เสงี่ยมพงษ์ รัฐมนตรีว่าการกระทรวงการต่างประเทศ นายปิยภักดิ์ ศรีเจริญ อธิบดีกรมเอเชียตะวันออก และนางสาวพินทุ์สุดา ชัยนาม อธิบดีกรมองค์การระหว่างประเทศ และจากนั้น ได้มีแถลงผลการบรรยายสรุปฯ แก่สื่อมวลชน ณ ห้องแถลงข่าว โดยรัฐมนตรีว่าการกระทรวงการต่างประเทศ กล่าวสรุป ดังนี้

.

1. วัตถุประสงค์ของการบรรยายสรุปนี้คือเพื่อให้ข้อมูลข้อเท็จจริงเกี่ยวกับสถานการณ์ที่เกิดขึ้น และเพื่อชี้แจงถึงแนวทางการดำเนินงานของไทยต่อไป 

.

2. การบรรยายสรุปออกเป็นสองส่วน ส่วนแรกคือท่าทีของไทยต่อการประชุมพิเศษที่กรุงปุตราจายา และส่วนที่สองคือการดำเนินการอย่างจริงจังของไทยในการประท้วงต่อการกระทำละเมิดกฎหมายระหว่างประเทศและกฎหมายมนุษยธรรมระหว่างประเทศโดยกองทัพกัมพูชา รวมถึงการโจมตีเป้าหมายพลเรือนโดยไม่เลือกเป้าหมาย และการใช้ทุ่นระเบิดสังหารบุคคล ซึ่งเป็นการละเมิดอนุสัญญาออตตาวาอย่างชัดแจน ทั้งนี้ ผมจะขอให้เจ้าหน้าที่ช่วยรายงานในส่วนที่สอง 

.

3. เกี่ยวกับการประชุมพิเศษที่กรุงปุตราจายา ไทยถือว่าการประชุมดังกล่าวเป็นการหารือทวิภาคีระหว่างไทยกับกัมพูชา โดยมีมาเลเซียในฐานะประธานอาเซียนให้การสนับสนุน ซึ่งไทยขอชื่นชมอย่างยิ่ง ทั้งนี้ การประชุมยังมีสหรัฐอเมริกาเป็นผู้จัดร่วม และจีนเข้าร่วมในฐานะผู้สังเกตการณ์ 

.

4. หลังจากเหตุการณ์การปะทะอย่างรุนแรงตามแนวชายแดนไทย–กัมพูชา ผมเห็นว่าการที่ทั้งสองฝ่ายสามารถมาพบหารือกันได้ ถือเป็นสัญญาณที่ดี 

.

5. ข้อตกลงหยุดยิงที่ทั้งสองฝ่ายสามารถตกลงร่วมกันได้ ถือเป็นก้าวสำคัญอันดับแรกที่จะช่วยยุติความสูญเสีย และเป็นเงื่อนไขเบื้องต้นต่อการลดความตึงเครียด และเปิดทางสู่การเจรจาเพื่อหาข้อยุติอย่างถาวร 

.

6. ขอย้ำอย่างชัดเจนว่า ประเทศไทยจะปฏิบัติตามข้อตกลงที่ได้ตกลงกันในปุตราจายาอย่างเคร่งครัด และผมคาดหวังที่จะเห็นความมุ่งมั่นของฝ่ายกัมพูชาที่จะดำเนินการด้วยความจริงใจและสุจริตใจ เพื่อขับเคลื่อนการเจรจาให้ก้าวหน้า 

.

7. ตามถ้อยแถลงร่วม ฝ่ายกัมพูชาได้ตกลงที่จะกลับมาใช้กลไกการหารือทวิภาคี ซึ่งเป็นสิ่งที่ไทยได้ยืนยันและเรียกร้องมาโดยตลอด ทั้งนี้ การหารือระหว่างผู้บัญชาการกองทัพในระดับภูมิภาคของทั้งสองฝ่ายได้เริ่มขึ้นแล้วตั้งแต่วันที่ 29 กรกฎาคม เพื่อกำหนดมาตรการเร่งด่วนในการลดความตึงเครียด และการหารือจะดำเนินต่อไป 

.

8. การประชุมคณะกรรมการชายแดนทั่วไป (GBC) ซึ่งเป็นกลไกทวิภาคีในระดับนโยบายและมีรัฐมนตรีว่าการกระทรวงกลาโหมของทั้งสองฝ่ายเป็นประธานร่วม จะจัดขึ้นที่กรุงกัวลาลัมเปอร์ ระหว่างวันที่ 4 – 7 สิงหาคม 2568 เพื่อหารือรายละเอียดเพิ่มเติมเพื่อให้ข้อตกลงหยุดยิงมีผลในทางปฏิบัติ 

.

9. ทั้งสองฝ่ายยังได้ตกลงที่จะรื้อฟื้นการติดต่อสื่อสารโดยตรงระหว่างนายกรัฐมนตรี รัฐมนตรีว่าการกระทรวงการต่างประเทศ และรัฐมนตรีว่าการกระทรวงกลาโหม ซึ่งจะเป็นประโยชน์ต่อการป้องกันความเข้าใจผิด และสนับสนุนความพยายามลดความตึงเครียด 

.

10. มาเลเซีย ไทย และกัมพูชา จะหารือร่วมกันเพื่อกำหนดมาตรการตรวจสอบและติดตามการปฏิบัติตามข้อตกลงหยุดยิง โดยภารกิจของคณะผู้สังเกตการณ์จะนำโดยอาเซียนเป็นหลัก ทั้งนี้ ไทยยินดีต่อการสนับสนุนจากประเทศมิตรอื่น ๆ

11. ขอใช้โอกาสนี้ย้ำอีกครั้งถึงจุดยืนของไทยว่า ความขัดแย้งระหว่างไทยกับกัมพูชาเป็นเรื่องทวิภาคี และไทยไม่เห็นชอบต่อความพยายามใด ๆ ที่จะทำให้สถานการณ์นี้กลายเป็นประเด็นระหว่างประเทศ ไทยได้ยืนยันในหลายโอกาสว่าไม่ยอมรับเขตอำนาจของศาลยุติธรรมระหว่างประเทศ (ICJ) และประสงค์ให้ข้อพิพาทนี้ได้รับการแก้ไขผ่านการเจรจาทวิภาคีภายใต้กรอบที่ทั้งสองฝ่ายตกลงกันไว้ก่อนหน้านี้แล้ว 

.

12. ขอยืนยันความมุ่งมั่นของไทยที่จะหาทางออกอย่างสันติและถาวรต่อข้อพิพาทวิภาคีนี้ โดยสอดคล้องกับกฎหมายระหว่างประเทศ กฎบัตรอาเซียน และกฎบัตรสหประชาชาติ พร้อมเรียกร้องให้กัมพูชาเจรจาอย่างสันติด้วยความจริงใจและสุจริตใจ และหลีกเลี่ยงการกระทำยั่วยุทุกชนิด รวมถึงการบิดเบือนข้อมูลและการปฏิบัติการด้านข้อมูลข่าวสาร (IO) ซึ่งจะยิ่งทำให้สถานการณ์เลวร้ายลง 

.

13. สุดท้ายและสำคัญที่สุด ผมขอย้ำว่านี่เป็นสถานการณ์ที่น่าโศกเศร้าอย่างยิ่ง ประเทศไทยไม่ได้เป็นผู้เริ่มต้นความขัดแย้งนี้ และขอย้ำว่าความขัดแย้งกับกัมพูชาไม่ได้อยู่ในผลประโยชน์ของประเทศไทย

FM Briefing to Diplomatic Corps. 

August 4, 2025

1. Greetings, Excellencies, and members of the diplomatic corps. Thank you for joining us at today’s briefing. The purpose of today’s briefing is to provide you with a factual account of the situation, and to share how Thailand intends to move forward. 

2. I will divide the briefing into two parts. Thailand’s positions on the Special Meeting in Putrajaya, and Thailand’s earnest actions in protesting the atrocities and violations of international law and humanitarian law committed by the Cambodian forces including the indiscriminate attacks against civilian targets, and the use of  

anti-personal landmines in open violation of the Ottawa Convention.  

I will ask my officials to assist me with the second part. 

3. On the Special Meeting in Putrajaya, we consider the meeting as a bilateral meeting between Thailand and Cambodia with the kind support of Malaysia, in her capacity as the ASEAN Chair, which we commend highly. The meeting also had the United States as a co-organizer, and China as observer.  

4. After the intense fighting along the Thai – Cambodian border,  

I consider the fact that the two sides managed to meet was already a good sign.  

5. The ceasefire which the two sides managed to agree upon is the important first step which will stop casualties and is a prerequisite for de-escalation and dialogue in finding a permanent solution to the conflict. 

6. I wish to unequivocally state here that Thailand will fully comply with the understandings and the agreement reached between the two sides  

in Putrajaya. In this regard, I expect to see the Cambodian side’s commitment with sincerity and good faith to move the dialogue forward.  

7. According to the Joint Statement, the Cambodian side had agreed to return to the existing mechanisms for bilateral dialogue, the very thing that Thailand has been calling for all along. A series of bilateral discussions between the regional commanders from both sides have already been held on July 29 to map out immediate measures for the  

de-escalation, and the discussion will continue.  

8. The General Border Committee (GBC), which is the important bilateral mechanism at the policy level (headed by the Defence Ministers), now would be held in Kuala Lumpur between 4 – 7 August 2025 to work out more details to affect the ceasefire. 

9. The two sides also agreed to the resumption of direct communications between the Prime Ministers, Foreign Ministers, and Defense Ministers, which should be helpful in preventing further misunderstandings and  

de-escalation efforts. 

10. Malaysia, Thailand and Cambodia will also workout the measures on verifying and observing the compliance of the ceasefire. While this task of the observer team will be primarily ASEAN-led, we certainly welcome the support of other friendly countries.      

11. I wish to take this opportunity to reaffirm once more our position that the conflict between Thailand and Cambodia is of a bilateral nature and would desist any attempt to internationalize the issue. We have already stated on many occasions that Thailand does not accept the jurisdictions of the International Court of Justice (ICJ) and only wishes to see the issue dealt with by bilateral dialogue within the framework already agreed upon by both sides. 

12. I wish to reaffirm our commitment to find a peaceful and permanent solution to this bilateral issue in accordance with international law,  

the ASEAN Charter, and the United Nations Charter. I call upon  

the Cambodian side to also commit to the peaceful negotiation with sincerity and in good faith, and refrain from any provocative actions including the disinformation and information operation (IO) which will only aggravate the situation further. 

13. Lastly, and most importantly, this is a tragic situation. We did not start this conflict. This is to stress that conflict with Cambodia is certainly not in Thailand’s interest.
