พันศักดิ์ วิญญรัตน์ ประธานที่ปรึกษานโยบายของนายกรัฐมนตรี เปิดเผยแนวคิดภายหลังการหารือของคณะที่ปรึกษาฯ เรื่องอนาคตความสัมพันธ์ไทย-กัมพูชา ท่ามกลางสถานการณ์ตึงเครียดตามแนวชายแดนที่ยังมีความสูญเสียต่อเนื่อง

พันศักดิ์กล่าวว่า “สันติภาพ คือ เครื่องมือรักษาชีวิตของทหารและประชาชนที่ดีที่สุดและมีค่าใช้จ่ายน้อยที่สุด”

เขาอธิบายเพิ่มเติมว่า “สันติภาพ” เป็นวิธีที่ “สุขุม” ที่สุด ใช้ทรัพยากรน้อยทั้งยังคุ้มค่าที่สุด และสามารถตัดวงจรความสูญเสียตั้งแต่ต้นทาง ลดความจำเป็นในการใช้งบประมาณจำนวนมากไปกับการจัดหาอาวุธหรือยุทโธปกรณ์เพื่อมาทำลายชีวิตและทรัพยากรของกันและกัน 

พันศักดิ์ย้ำว่า หากทั้งไทยและกัมพูชาหันมาร่วมกันใช้ “สันติภาพ” เป็นหลักสำคัญในการแก้ปัญหาด้านความมั่นคงและข้อพิพาทเส้นเขตแดน ที่ได้ถูกพิสูจน์มาแล้วว่าเป็นความสำเร็จและเป็นประโยชน์กับทั้งสองฝ่าย  พันศักดิ์ยังชี้อีกว่าข้อพิพาทเรื่องเส้นเขตแดนในยุโรปตะวันตก ก็ได้มีหลายตัวอย่างที่สามารถตกลงกันได้ว่าจะอยู่ร่วมกันอย่างไร โดยยังไม่มีความชัดเจนในเรื่องเส้นเขตแดน 

ทั้งนี้ความเห็นในการสร้างสันติภาพร่วมกันดังกล่าว ไม่เพียงช่วยประหยัดงบประมาณของรัฐ แต่ยังรักษาชีวิตของทหารและประชาชนที่เป็นทรัพยากรมนุษย์ของประเทศ  นอกจากนี้เสนอให้มีการแข่งขันระหว่างประเทศเพื่อนบ้านเปลี่ยนจากการใช้อาวุธมาเป็นการแข่งขันเชิงสร้างสรรค์ เช่น การพัฒนาพื้นที่ร่วมกัน การส่งเสริมการค้าขาย การพัฒนาเศรษฐกิจ และการยกระดับคุณภาพชีวิตของประชาชน

“รัฐบาลควรจะสนับสนุนให้กองทัพมีประสิทธิภาพในระดับที่เหมาะสม ซึ่งทำให้ประเทศเพื่อนบ้านรู้ว่าการสร้างสันติภาพร่วมกับประเทศไทยนั้นเป็นประโยชน์กับตัวเองมากที่สุดเช่นกัน” พันศักดิ์ กล่าวย้ำ

และทั้งหมดนี้สะท้อนท่าทีของฝ่ายไทยว่า “ความมั่นคงในระยะยาวไม่ได้เกิดจากการรบให้ฝ่ายหนึ่งพ่ายแพ้” แต่เกิดจากการที่ไม่มีใครต้องหยิบอาวุธขึ้นมาต่อสู้กันตั้งแต่แรก และกลับสู่ “การอยู่ร่วมกัน” ในรูปแบบที่ไม่ต้องแลกด้วยชีวิตและเลือดเนื้อ นั่นคือ การพัฒนาเศรษฐกิจและสังคมร่วมกันนั่นเอง

Pansak Vinyaratn, the Prime Minister’s chief policy adviser, revealed his views following a meeting of the advisory council on the future of Thai-Cambodian relations, amid ongoing tensions along the border where losses continue to occur.

Pansak stated, “Peace is the most effective and least costly tool for preserving the lives of soldiers and civilians.”

He further explained that peace is the most prudent approach-requiring fewer resources, offering the greatest value, and capable of breaking the cycle of loss at its roots. It reduces the need for large budgets to procure weapons and military equipment whose purpose is to destroy each other’s lives and resources.

Pansak stressed that if both Thailand and Cambodia were to adopt peace as the core principle in resolving security issues and border disputes-an approach already proven to bring mutual success and benefit-there are many examples from Western Europe where border disputes have been settled by agreeing simply on how to coexist without definitively marking the boundary line.

This shared peace-building approach, he noted, would not only save the state budget but also protect the lives of soldiers and civilians, who are the country’s human resources. He proposed that competition between neighboring countries be shifted from armed conflict to creative rivalry-such as developing shared areas, promoting trade, advancing economic growth, and improving people’s quality of life.

“The government should support maintaining the armed forces at an appropriate level of effectiveness, so that neighboring countries will see that building peace with Thailand serves their own best interests as well,” Pansak reiterated.

In sum, he said, the Thai stance is that “long-term security does not come from defeating an opponent in battle,” but from ensuring no one feels compelled to take up arms in the first place, returning instead to “coexistence” in a way that requires no sacrifice of life or blood-through joint economic and social development.
