แถลงการณ์ เรื่องการประท้วงต่อเหตุการณ์ครั้งที่ 3
ในการใช้ทุ่นระเบิดสังหารบุคคล

ตามที่เมื่อวันที่ 9 สิงหาคม 2568 กำลังพลกองร้อยทหารราบที่ 111 รวม 3 นาย ซึ่งทำการลาดตระเวนในดินแดนของไทยในพื้นที่บริเวณรอยต่อโดนเอาว์-กฤษณา จังหวัดศรีสะเกษ ซึ่งเป็นพื้นที่ที่ได้มีการเก็บกู้ทุ่นระเบิดเรียบร้อยแล้ว ประสบเหตุเหยียบทุ่นระเบิดสังหารบุคคลนั้น

หลักฐานทุ่นระเบิดที่พบ สอดคล้องกับผลการตรวจสอบการ พบทุ่นระเบิดสังหารบุคคลของกองทัพบก่อนหน้านี้ว่าเป็นทุ่นระเบิดที่วางใหม่ ดังนั้น การวางทุ่นระเบิดสังหารบุคคลใหม่นี้ ถือเป็นการละเมิดกฎหมายระหว่างประเทศอย่างร้ายแรง และนับเป็นครั้งที่ 3 ที่กองกำลังไทยประสบเหตุการณ์เช่นนี้ในเวลาเพียงไม่ถึง 1 เดือนจากเหตุการณ์ก่อนหน้านี้

รัฐบาลไทยขอประณามอย่างรุนแรงที่สุด ต่อการใช้ทุ่นระเบิดสังหารบุคคล ซึ่งถือเป็นการละเมิดอธิปไตยและบูรณภาพแห่งดินแดนของไทย เป็นการกระทำที่ขัดต่อหลักการพื้นฐานที่สำคัญของกฎหมายระหว่างประเทศที่ระบุไว้ในกฎบัตรสหประชาชาติ กฎหมายมนุษยธรรมระหว่างประเทศ และเป็นการละเมิดพันธกรณีภายใต้อนุสัญญาห้ามทุ่นระเบิดสังหารบุคคล (อนุสัญญาออตตาวา) อย่างชัดเจน ไทยอยู่ระหว่างการมีหนังสือประท้วงเรื่องดังกล่าวไปยังกัมพูชา และประธานอนุสัญญาฯ

การกระทำดังกล่าว เป็นอุปสรรคอย่างร้ายแรงต่อการดำเนินการตามมาตรการหยุดยิงที่ทั้งสองฝ่ายตกลงกันไว้ในการประชุมคณะกรรมการชายแดนทั่วไป (General Border Committee: GBC) ไทย-กัมพูชา สมัยวิสามัญ วันที่ 7 สิงหาคม 2568 ณ กรุงกัวลาลัมเปอร์ มาเลเซีย ไทย

จึงขอเรียกร้องฝ่ายกัมพูชาหยุดการกระทำที่ละเมิดอนุสัญญาฯ โดยทันที และให้ความร่วมมือในการเก็บกู้ทุ่นระเบิดเพื่อมนุษยธรรมตามแนวชายแดนตามที่นายกรัฐมนตรีของทั้งสองฝ่ายได้ตกลงกันภายในกรอบทวิภาคี และตามที่ฝ่ายไทยได้เสนอต่อที่ประชุม GBC ที่ผ่านมา แต่ฝ่ายกัมพูชาไม่ตอบสนอง


Statement on Protest Against the 3rd Incidence of the Use of Anti-Personnel Mines

On 9 August 2025, near Don Aow-Kritsana area, Si Sa Ket Province, three soldiers from Thailand’s 1st Infantry Battalion, 111th Infantry Regiment were conducting a routine patrol within Thai territory that was recently cleared of landmines, but then came upon and stepped on another landmine. This incident confirms once again the previous investigation reports of the Royal Thai Army that new landmines are being laid in blatant violation of international law. It also now marks the third such incident encountered by Thai forces within less than a month.

The Royal Thai Government condemns in the strongest terms the use of anti-personnel mines. Such an act is a clear violation of the sovereignty and territorial integrity of the Kingdom of Thailand, which is an outright breach of the principles that are fundamental to international law and international humanitarian law enshrined in the United Nations Charter, as well as a clear violation of the obligations under the Anti – Personnel Mine Ban Convention (Ottawa Convention). Thailand is lodging a further protest against Cambodia on this matter, and as a State Party, will take action in accordance with the said Convention.

Such actions by the Cambodian side pose a significant obstacle to the implementation of the ceasefire agreed upon by both sides. Thailand therefore must make repeated calls on Cambodia to immediately cease these gross violations of the Ottawa Convention by the laying of new landmines and urgently cooperate on humanitarian demining efforts along the border of the two countries as bilaterally agreed by both Prime Ministers. This issue was also proposed by the Thai side at the Extraordinary Session of the General Border Committee (GBC) Meeting between Thailand and Cambodia, held on 7 August 2025 in Kuala Lumpur, Malaysia, to which the Cambodian side has unfortunately not responded.
